The withdrawal RFC for gencap-write was numbered 238 (the PR number) instead of 89 (the next RFC number in sequence).

The withdrawal RFC for gencap-write was numbered 238 (the PR number) instead of 89 (the next RFC number in sequence). Renames the file and fixes the cross-reference in RFC 43.
