AirPods auto-switching does not work when per-app volume is set

Describe your issue

When listening to media on a mac, and there is a per-app volume set (i.e Firefox playing YouTube at 50% volume), the Core Audio tap pins the AirPods to the mac. Playing media on iPhone does not reroute the AirPods to the iPhone.

Steps to reproduce

1. Play media on mac
2. Change per-app volume for any app
3. App creates a tap (purple dot in control center)
4. Play media on iPhone
5. AirPods do not switch to iPhone automatically

What was the expected result?

AirPods should switch to the iPhone.
