Harden BakeNN 1.0 contracts

Summary:

• freeze generated C/C++ ABI, numerical profiles, manifest validation, atomic artifact publication, and provenance
• add strict host-only fully-quantized TFLite import with LiteRT, Python, and generated-C differential gates
• make PTQ backend-independent and add explicit static/measured kernel policies, calibration and layerwise accuracy reports
• expand release CI, SBOM/evidence tooling, documentation, and a full Korean README

Validation:

• full suite: 355 passed and 6 subtests passed
• wheel and sdist build plus twine check
• clean wheel/sdist installation
• strict C11 generated-source compile and C++17 ABI checks
• deterministic evidence archive and manifest validation

Release state:
This PR intentionally keeps the package at 1.0.0.dev0. A follow-up release commit will freeze 1.0.0 after this PR is green and merged.
