Add JIT toggle under site settings menu

This would be consistent with the JS toggle which is in both the omnibar and site overview. It makes enabling JIT easier, since you can go to the site overview and enable it. Without needing to press on the site settings toggle.

There is a shield icon on the right in the URL bar to enable JIT.

I know, but it would be consistent to add it in the site overview. And it would prevent having to click extra on 'Site settings' to toggle JIT off again

Edit: with site overview I mean what you seen on the pop-up menu with 'Connection is secure', JavaScript etc.
