Add KBT support for "All" KBT lists

If a project uses the "All" KBT list type, the KBT renderings are not used as training data. For drafting configurations that use an English source language text, the English glosses for these KBT's are available, and so English glosses/vernacular renderings could be used as training data.

If the Major KBT list is a strict subset of the All KBT list, this subset of the rendered KBT's in the All KBT list could be used as a training data when the source language is French, Spanish, Indonesian or Portuguese, since glosses for these languages are available for Major KBT's.
