Allow non-admin users to create CSV

I've received requests for the CSV from a few users. It's not a big deal from my perspective if they need to email us for it, but I'm not sure why we restricted this to admin users. Any thoughts?

Based on feedback I've received, this should be fine.

This is a relatively low-hanging fruit as it consists of a single conditional logic change.
