WIP: Added archived tier

This pull request introduces support for an "Archived" tier for Validated Patterns, updating documentation, configuration, and UI to reflect the new status. Patterns in the Archived tier are no longer maintained, are hidden from default catalog views, and receive special styling and banners in the UI. The Medical Diagnosis pattern is used as the first example of an archived pattern.

Key changes:

Documentation and Metadata Updates:

• Added "archived" as a valid value for the tier field in pattern frontmatter and documentation, and updated all relevant docs to describe the Archived tier, its requirements, and its terminal status. Preview: https://714--patternsdocs-pr.netlify.app/patterns/?tier=archived
• Updated the Medical Diagnosis pattern and its metadata to set tier: archived. Preview: https://714--patternsdocs-pr.netlify.app/patterns/medical-diagnosis/

User Interface Enhancements:

• Implemented new UI elements for archived patterns:
  • Added an archived banner component and label.
  • Desaturated and styled archived pattern cards and pages with a grayscale look.
  • Disabled the Install link and CI status for archived patterns.

• Updated pattern listing and filtering to recognize and display the Archived tier.

Content and Navigation:

• Updated the patterns catalog and CI dashboard to exclude archived patterns from active listings and test results.
• Removed the Medical Diagnosis pattern from featured pattern navigation.
