* Add python script which downloads and parses standard * Convert standard into pandas dataframe and use that to generate rust code for structs. * Additionally, update `PrimitiveValue` to be able to handle `Option<T>` `where PrimitiveValue: From<T>`

Keeping this as a draft for now as I'm not sure how I like
of the HTML of the dicom standard, which isn't great, but I couldn't think of a better method
DatasetForbiddenCommand, etc.
